Broadcast industry giants ABS-CBN and GMA-7 are asking for congressional approval to renew their franchises.
Palawan Rep. Franz Alvarez, who chairs the House committee on legislative franchises, said yesterday that his panel has recommended for plenary approval the bill renewing the franchise for GMA-7.
That of ABS-CBN remains pending with the committee. It also sought to renew its franchise in September 2014, during the Aquino III administration, but lawmakers did not act on it, noting that the privilege would expire on March 30, 2020 yet.
The panel, he added, also recommended the approval of the renewal application of Smart Communications, the country’s largest mobile phone service provider.
House members urged telecommunications companies during the hearings on the renewal of franchises to improve its mobile phone signals by building more support infrastructure and to provide faster internet service.
They lamented that the country’s internet service is among the “slowest but most expensive” in the world.
During the election campaign period, ABS-CBN aired an advertisement critical of then candidate mayor Rodrigo Duterte of Davao City.
After Duterte won the presidency, some speculated that the broadcast giant would not be able to renew its franchise, which prompted the network to issue a statement.
“Claims that the franchise will not be extended are purely speculative. For the franchise renewal, we believe that our government will uphold the ideals of democracy, including the rights to freedom of speech and expression,” it said.
ABS-CBN said it was “committed to be in public service by providing entertainment, news and information that matter to the Filipino, as we have been doing for the past decades.”
It said it opted for early renewal in September 2014 and went through the normal legislative process.
“But due to time constraints, ABS-CBN later decided to withdraw the application with the intent of seeking renewal in the 17th Congress,” it added.
The network is controlled by the Lopezes. A family member, Regina Paz Lopez, sits in President Duterte’s Cabinet as secretary of environment and natural resources. She used to head the ABS-CBN Lingkod Kapamilya Foundation.

Veteran pope ‘shooter’ Noli Yamsuan dies at 71

The Filipino photographer who "shot" Pope John Paul II and Pope Francis has passed away. He was 71.
The family of veteran photographer Manuel "Noli" Yamsuan announced that he died at 3:54 p.m. on Saturday at the Cardinal Santos Medical Center in Greenhills, San Juan City.
"He was in the presence of family and friends when he returned to the Father and was in no pain," said his son Erwin in a post on Facebook.
Yamsuan was a photographer for 43 years. During the visit of Pope Francis to the Philippines from January 15-19 last year, Yamsuan was appointed as a photographer by the Papal Visit Committee and he rendered his services for free.
Yamsuan also covered the two visits of Pope John Paul II to the Philippines in 1981 and in 1995. He also took photos during the canonization in Rome of the Philippines' first saint — San Lorenzo Ruiz in 1987.
He became the official photographer of Manila Archbishop Jaime Cardinal Sin from 1974 to 2005.
In last year's interview with GMA News Online, Yamsuan shared how Sin, who became a father figure to him, had "scolded" him as his work as a photographer covered everything from the sacred to the profane.
He worked for Veritas Magazine, Lifestyle Asia, Time Magazine, Asiaweek, Metro Magazine, Taipan, and many others including the adult magazine Penthouse.
However, his proudest moment was during the 1986 People Power Revolution when a military tank ran over his camera. He cherished that camera, saying it bore the "scars of the battle."
Yamsuan is survived by his wife Peachy, head of the media office of the Catholic Bishops Conference of the Philippines, and their children and grandchildren.
His wake will be at Chapel A, Christ the King Parish, in Greenmeadows, Quezon City, starting on Sunday.
"We thank everyone for your prayers during this trying time for our family. We are certain that Papa will bring all of your well wishes with him in heaven," Erwin said. —ALG, GMA News
